The authority is accepting public submissions on the draft through Aug. The move signals a regulatory preference for classification over new rulemaking.

Framework, Not New Law The draft works within South Africa's current tax architecture rather than establishing a parallel regime for digital assets.

Crypto activity would be assessed against income tax or capital gains tax rules already on the books — the guidance is intended to tell market participants which treatment applies and under what circumstances, not to set new rates or introduce novel obligations.
