The changes amend a framework established when House Bill 551 was signed into law by Governor Andy Beshear, making sports betting legal in the state. The shift in the minimum age requirement marks a departure from previous rules that allowed wagering at 18. Kentucky Horse Racing and Gaming Corporation governs the industry, which has been operational since March 31, 2023. Online operators began launching in the state on Sept. 28, 2023, following license approvals in August of that year. Residents now have access to nine online sportsbooks and 12 physical retail locations. Most retail venues are situated inside casinos or racetracks across the state. The regulatory environment includes specific limitations on college sports betting. While wagering on in-state college teams is permitted, bettors are prohibited from placing player prop bets on any Kentucky in-state college team. This restriction coexists with the availability of other college teams for wagering, such as the Kentucky Wildcats, Louisville Cardinals, Murray State, and Morehead State. The state also hosts professional soccer clubs that fall under the betting umbrella. Louisville City FC plays in the United Soccer League out of Lynn Family Stadium in Louisville. Racing Louisville FC, a sister club to Louisville City FC, competes in the National Women's Soccer League. To participate in these markets, individuals must be physically present in Kentucky when placing a wager, regardless of their state of residence. There is no restriction on the number of sportsbooks a user may access. New users often receive welcome offers from operators, which typically include profit boosts, bet-and-get models, or deposit matches. A profit boost offer allows users to potentially double their winnings on a winning wager. Bet-and-get models require a small-value wager, often as low as $5, to receive bonus funds. Deposit matches provide an equal or fractional amount of the user's deposit to build their bankroll. The retail landscape includes specific partnerships between venues and operators. Churchill Downs in Louisville hosts Kambi, while Derby City Gaming & Hotel and Derby City Gaming Downtown in Louisville also feature Kambi or FanDuel Sportsbook. Other locations include Ellis Park Racing & Gaming in Henderson with PENN Sportsbook, and Oak Grove Racing, Gaming & Hotel in Oak Grove with Fanatics Sportsbook. Sandy's Racing & Gaming in Ashland offers BetMGM Sportsbook, and The Mint Gaming Hall locations in Franklin and Bowling Green feature Circa Sports. The Red Mile in Lexington provides Caesars Sportsbook, and Turfway Park Racing & Gaming in Florence operates with Kambi.
