Senator Bernie Moreno, R-Ohio, plans to introduce legislation that would provide Americans with one-time $5,000 dividend checks, funded entirely by structural tariffs rather than taxpayer money.
The Ohio senator told Fox News Digital that he intends to codify the proposal as soon as the upcoming midterm elections conclude, a timing strategy he linked to the potential shift in congressional power.
Moreno described the tariffs as a "market access fee" that would require foreign companies selling in the United States to either manufacture domestically or pay a fee to enter the market.
The revenue generated from these fees would directly fund the dividend payments. President Donald Trump first floated the concept during the Republican midterm convention in Dallas on Wednesday night.
