The Clarity Act, the congressional crypto regulatory bill, faces a new friction point as an ethics deal among lawmakers remains unfinished and concerns about that gap are growing.
Ruben Gallego said Congress can still complete the legislation, using the phrase "land this plane" to describe his read on where the bill stands.
Gallego offered that confidence even as ethics negotiations showed no sign of resolution. His position puts at least one Senate Democrat on record as believing a path to passage remains open.
The unfinished ethics deal, not the Clarity Act's substantive text, is the obstacle Gallego addressed.
